yes,they do.at least they say they do. they monitor new accounts for change in country IP,mail etc and also they are a very well connected tracker.getting a ban there might cause trouble in other trackers like PTP,What.cd,AHD,GFT etc

A good userclass structure and upload facility for users is virtually non-existent.Also,a lot of inferior quality torrents are allowed to be uploaded.But,the no of leechers make it very easy to maintain a ratio there.
