Another vote for redacted. I think people also use notwhat.cd but from what I've seen, redacted is easier to get into, maintain ratio, and has a wider selection.

Some sites don't check IPs, and some people use insecure passwords which are leaked. Other people paid for a service (e.g. 1 year subscription), and rarely use it so could post their details somewhere. Eitherway, I've often found the passwords get changed not long after posting, be that by whoever snatched the account, or the account owner noticing
