ACE being largely an organized effort by TV Networks against piracy prove one thing....

Cordcutting is starting to hit their bottom line! As cable companies lose subscribers due to high charges that mostly go to the TV networks for carriage fees, The TV networks are starting to see it affect their own budgets and Cable companies are being more willing to just let a network go dark on their system in order to keep the subscribers they currently have.

They are starting to see it is better to lose a few 100K subscribers to that channel than it is to lose 1M because they can't afford the bill.

This is why ACE was formed!
