The World Intellectual Property Organization (WIPO) international database established to deprive pirate sites of advertising revenues, has been significantly expanded with the contribution of the Russian Federation.

WIPO ALERT is a secure online platform to which authorized bodies in WIPO member states can upload details of websites or apps which have been determined to infringe copyright and related rights according to national rules. The project aims at facilitating international coordination in creating and dissimilating lists of pirate websites.

On September 21, 2020, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) signed a Memorandum of Understanding with WIPO to join WIPO ALERT. The Russian Federation becomes the fifth WIPO Member State to join WIPO ALERT.

The Russian Federation joined WIPO ALERT in September 2020, when the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) signed the relevant Memorandum of Understanding with WIPO. The Federal Service for Intellectual Property (Rospatent) actively participated in the preliminary consultations.

In just 4 months Russia has become one of the leaders in terms of uploads to the database. Currently, participating countries are the Republic of Korea, Italy, Spain, Japan, and Brazil. Several other countries still processing the uploading internal procedures.

Online advertising is a major source of revenue for pirate websites. Advertisers, advertising agencies, and their technical service providers can apply to become authorized users of WIPO ALERT in order to access aggregated lists of infringing websites from around the world. They can use this information in their automated advertising systems to avoid placing advertisements on such sites. In this way, they minimize risks and protect their brands' reputations.

 

Background information:

WIPO Alert transmits data about websites which content has repeatedly and illegally display information infringing copyright and related rights, or information to obtain access to protected materials using IT networks, including the internet, and for which the Moscow City Court has issued decisions on permanent blocking.

Avoid unnecessary posts such as 'Thank you', 'Welcome', etc. Such posts will be deleted and user will be warned if it happens again. If caught spamming, the following actions are applicable -

  • First time - Warning
  • Second time - 5000 Points will be deducted
  • Third time - Ban for 7 days
  • Fourth time - Permanent Ban
