At the initiative of the High Authority for Audiovisual Communication (HACA), a round table was held on Wednesday in Abidjan to find solutions to the illegal exploitation of audiovisual content in Côte d'Ivoire, APA noted on square.

This meeting, which brought together regulatory bodies, audiovisual operators and Internet service providers (ISPs), among other things, aimed to raise awareness among the players in this ecosystem and adopt consensual measures to fight against piracy of unauthorized audiovisual services and distribution.

According to Me René Bourgouin, the president of the HACA, who opened this meeting with an inaugural presentation, he maintained that addressing the question of the illegal exploitation of audiovisual content by Internet protocol television (IPTV), amounts to providing answers specific to several concerns.

This involves knowing how to identify sites illegally broadcasting audiovisual content by IPTV, what should be the contribution of the telecommunications regulatory authority in the fight against the illegal exploitation of audiovisual content by IPTV and collect proposals and solutions from operators in the audiovisual communication sector in the fight against pirating of audiovisual content.

Continuing Me Bourgouin underlined that any illegal exploitation of audiovisual content whatever the means of distribution, infringes the rights of creators, intellectual property and in general the national economy.

Consequently, the president of the HACA called on the operators of the audiovisual communication sector to synergize actions and co-regulate to fight against internet piracy.

Several communications including the one entitled "Illegal exploitation of audiovisual services on the Internet / description and outline of solutions" pronounced by Me Édouard Bloch, furnished this round table.

"Piracy is universal and today it is easier to access a pirate offer than a legal offer," said Me Bloch, who is a lawyer at the Paris bar. The pirates, he regretted, "do not pay taxes and the state does not derive any benefit from this activity".

Thus, to come to the end of the pirating of audiovisual content via the Internet, the speaker made several proposals including cooperation between Internet service providers as well as the identification and interruption of pirate flows.

The HACA is an independent administrative authority responsible for regulating audiovisual communication in Côte d'Ivoire. Its missions include ensuring respect for the principles of the free exercise of audiovisual communication, guaranteeing and ensuring the freedom and protection of audiovisual communication in compliance with the law.

The HACA also has for missions to ensure respect for ethics and deontology in matters of information and to guarantee access and fair treatment of the institutions of the Republic, political parties, associations and citizens to bodies official information and communication
