In Russia, effective July 1, antiterrorist amendments, known as the Yarovoy package, came into effect, they relate to telecom operators and Internet providers and oblige them to store data about the content of conversations and correspondence of users, including photos and video materials.

Russian President Vladimir Putin signed the "Yarovoy package" two years ago. Initially, the amendments were supposed to enter into full force on July 1, but then they made indulgences for mobile operators. In April, the Cabinet approved the procedure for storing traffic, according to which, from July 1, they should not remove phone calls and sms messages from clients within six months. From October 1, Internet traffic will have to be stored for 30 days, and in the next five years, the corresponding capacity should be increased by 15% annually.

Electronic messages in full will need to be stored for six months.

Expenses

The operators estimated the cost of implementing the "Yarovoy package" at several trillion rubles and warned that this would cause tariff increases. In particular, the Russian Union of Industrialists and Entrepreneurs (RUIE) believed that growth would be up to 90%. In this connection, the RUIE insisted on a substantial reduction in the time and amount of information to be stored. According to experts, it also should be excluded from the data traffic services that are subject to storage, which are provided to corporate users, as well as traffic of special purpose communication networks, which closes inside such networks.

Thanks to the April decision of the government, the estimated costs dropped to tens of billions of rubles. In "Megaphone" noted that the revised rules take into account the industry's opinion and are a compromise.

For example, MTS plans to spend about 60 billion rubles for these purposes, Megafon 40 billion, VimpelCom (Beeline brand) 45 billion. Tele2 predicts that the expenses will amount to tens of billions of rubles in two or three years. The cost of implementing the law, according to the agency, will be 2.5-3.3% of total revenue and 2.7-3.4% of revenues from services of telecom operators and Internet providers.

Rostelecom has not yet been able to estimate the costs, however, according to the head of the company Mikhail Oseevsky, the operator has a large number of data warehouses and so far investments may not be required. At the same time, the international rating agency Fitch, on the contrary, believes that the maximum costs from the adoption of the "Yarovoy package" among telecommunications companies will have to be incurred by Rostelecom.

"We calculated how much the estimated costs are from the figures that have already been announced, according to our estimates," Yarovoi's law "will require an increase in capex (capex for each operator) by 14-23%, which is quite significant," - added to the agency. The cost of implementing the law, according to Fitch estimates, will be 2.5-3.3% of total revenue and 2.7-3.4% of company revenue.

Internet companies did not estimate their costs, however, as noted by RAEK analyst Karen Ghazaryan, they may not be affordable for many of the providers.

At the same time, the "Yarovoy package" does not clarify the procedure for storing information containing personal data, information that is a secret, objects of copyright and much more, Kazaryan points out.

Data storage

The resolution of the Cabinet provides that the operator can store data both in his storage and, with the permission of the FSB, from another operator.

The requirements for "means of accumulating information" have not yet been made public, although the list of equipment manufacturers is generally ready and will be determined in the framework of competitive procedures. The terms and sequence of equipment commissioning are being clarified with the responsible state authorities, "RIA Novosti was told in the press service of VimpelCom.

The remaining operators of the "Big Four" also began to purchase equipment, despite the lack of requirements.
