  1. China has announced an array of punishments that could restrict companies' access to borrowing and state-funding support over intellectual-property theft. The news comes after the G20 Summit in Argentina, where the Trump Administration agreed to hold off on tariff action for at least 90 days as they negotiate to resolve specific U.S. complaints. Bloomberg reports: China set out a total of 38 different punishments to be applied to IP violations, starting this month. The document, dated Nov. 21, was released Tuesday by the National Development and Reform Commission and signed by various government bodies, including the central bank and supreme court. China says violators would be banned from issuing bonds or other financing tools, and participating in government procurement. They would also be restricted from accessing government financial support, foreign trade, registering companies, auctioning land or trading properties. In addition, violators will be recorded on a list, and financial institutions will refer to that when lending or granting access to foreign exchange. Names will be posted on a government website. "This is an unprecedented regulation on IP violation in terms of the scope of the ministries and severity of the punishment," said Xu Xinming, a researcher at the Center for Intellectual Property Studies at China University of Political Science and Law. The newly announced punishments are "a security net of IP protection" targeting repeat offenders and other individuals who aren't in compliance with the law, he said.
  2. Are students being short-changed by their $60,000 degree courses? And does a university education in 2018 represent good value for money? A slew of recent government and think-tank reports aim to tackle these questions. And the answers they give are not encouraging. From a report: The Public Accounts Committee announced this month that the value of the UK's student-loan system is falling. Last year, the government sold a tranche of the student-loan book at a major loss. The portfolio had a face value of $4.4 billion, but was sold for just $2.1 billion: a return of 48p in the pound, according to the public-spending watchdog. Clearly, the current method of funding higher education represents a bad deal for the taxpayer. But do universities offer good value for students? Not when you consider the fact less than half the money that students pay in tuition fees is actually spent on teaching, according to a report by the Higher Education Policy Institute. The rest of the money from tuition fees goes into other services and parts of the administration. These include admissions procedures, marketing, vice-chancellor pay and programmes to boost access for poorer students, as well as therapeutic services like mental-health provision and exam-stress counselling. Universities today have far too much bureaucracy, fat-cat VC's salaries are far too high, and a great deal of what administrators spend money on is a hindrance to education. University bureaucracy is often at the forefront of coddling students, encouraging them to see exams and hard work as threats to their mental health. It is troubling to see that students are not only plunging themselves into debt at such a young age, but also that much of that debt does not go towards their actual education.
  3. Apple plans to hold off until at least 2020 before offering an iPhone that can connect to the next generation of high-speed phone services coming next year, Bloomberg reported Monday. From the report: The delay may make it easier for rivals like Samsung Electronics to win over consumers to phones that connect to 5G networks, which will provide a leap forward in mobile data speeds when they are introduced in 2019. As with 3G and 4G, the two previous generations of mobile technology, Apple will wait as long as a year after the initial deployment of the new networks before its main product gets the capability to access them, said the people, who asked not to be identified discussing the company's plans. Apple's previous calculations -- proven correct -- were that the new networks and the first versions of rival smartphones would come with problems such as spotty coverage, making consumers less compelled to immediately make the jump. This time, 5G boosters argue the switch is a much bigger speed upgrade, making Apple's decision to wait riskier. The networks will open the floodgates to new types of mobile computing, 5G advocates say.

But instead of trying to colonize Mars or build cities under the sea, the Internet's architects developed a separate address scheme with an unfathomably large pool of addresses. IPv6 has an address space of 2^128, compared to IPv4's 2^32, and as the exhaustion of the IPv4 address space began to approach, registries started allocating IPv6 addresses and there now are billions of those addresses active at any given time. But no one really knows how many or where they are or what's behind them or how they're organized. A pair of researchers decided to tackle the problem and developed a suite of tools that can find active IPv6 addresses both in the global address space and in smaller, targeted networks. Known as ipv666, the open source tool set can scan for live IPv6 hosts using a statistical model that the researchers built. The researchers, Chris Grayson and Marc Newlin, faced a number of challenges as they went about developing the ipv666 tools, including getting a large IPv6 address list, which they accumulated from several publicly available data sets. They then began the painful process of building the statistical model to predict other IPv6 addresses based on their existing list. That may seem weird, but IPv6 addresses are nothing at all like their older cousins and come in a bizarre format that doesn't lend itself to simple analysis or prediction. Grayson and Newlin wanted to find as many live addresses as possible and ultimately try to figure out what the security differences are between devices on IPv4 and those on IPv6.
  5. An anonymous reader shares a report: "We've launched our last satellite," John Donovan, CEO of AT&T Communications, said in a meeting with analysts on Nov. 29. The AT&T executive effectively declared the end of the satellite-TV era with that statement. AT&T owns DirecTV, the US's largest satellite company -- and second largest TV provider overall, behind Comcast. DirecTV will continue offering satellite-TV service -- it had nearly 20 million satellite video subscribers as of September, per company filings. But the company will focus on growing its online video business instead, Donovan said. It has a new set-top box, where people can get the same TV service they'd get with satellite, through an internet-connected box they can install themselves. It expects that box to become a greater share of its new premium-TV service installations in the first half of 2019. It also sells cheaper, TV packages with fewer channels through its DirecTV Now and WatchTV streaming services, which work with many smart TVs and streaming media players like Roku and Amazon Fire TV devices. The practice of getting TV through satellite dishes propped up in backyards and perched on rooftops first took hold in the US in the last 1970s and early 1980s, after TV networks like HBO and Turner Broadcasting System started sending TV signals to cable providers via satellites. People in areas without cable or broadcast TV began putting up their own dishes to receive the TV signals, and that grew into a TV business of its own.

It is improving very quickly, it has features that will make it safe, and much wider exploratory use to create children could be justified soon. That was the message delivered at a gene-editing summit in Hong Kong on Wednesday, by Harvard Medical School dean George Daley, just ahead of He's own dramatic appearance on the stage (see video starting at 1:15:30). Astounding some listeners, the Harvard doctor and stem-cell researcher didn't condemn He but instead characterized the Chinese actions as a wrong turn on the right path (see video). "The fact that it is possible that the first instance of human germ-line editing came forward as a misstep should in no way lead us to stick our heads in the sand," Daley said. "It's time to ... start outlining what an actual pathway for clinical translation would be."
  7. Skype is getting real-time captions and subtitles, and PowerPoint will have these features, too, next year. From a report: Ostensibly an accessibility feature (and launched on United Nations International Day of Persons with Disabilities), the new option means that Skype will be able to use voice recognition to show you the text of what is being said in a voice or video call. Microsoft will also bring the same feature to PowerPoint next year. Microsoft promises that live captions and subtitles are "optimized to be fast, continuous, and contextually updated as people speak", and in the current incarnation they will automatically scroll during a call. In a future update, however, it will be possible to manually scroll through subtitles and take advantage of additional viewing options.
  8. SpaceX notched its 19th launch of the year Monday, lofting 64 small spacecraft from 34 organizations into low Earth orbit. A Falcon 9 rocket lifted off from Vandenberg Air Force Base on California's central coast at about 10:34 a.m. local time. The customer was Spaceflight Industries, a Seattle-based company that organized the launch on behalf of several clients. From a report: The Spaceflight SSO-A: SmallSat Express mission includes 15 microsats and 49 cubesats from commercial and government entities, including universities, startups and a middle school, according to the SpaceX press kit. The payloads -- which vary from technology demonstrations and imaging satellites to educational-research endeavors -- are from 17 countries, including the U.S., Brazil, India and South Korea. SpaceX said a series of six deployments would occur about 13 to 43 minutes after takeoff, then Spaceflight would command its own deployment sequences over a period of six hours. The Falcon 9's first stage has flown twice before: in May 2018 and again in August. SpaceX recovered it Monday on "Just Read the Instructions," a droneship in the Pacific Ocean. SpaceX also attempted to recover the rocket's fairing, which encloses the payload, with Mr. Steven, a boat designed to capture it in a massive net.
  9. Tumblr, the underground social media site known for its pornographic content and tight-knit community, will be instituting a major change to its guidelines in a couple of weeks. The company said in a blog post today that it will permanently ban adult content from its platform on December 17th. The company flatly stated that "adult content will no longer be allowed here." The Verge reports: Banned content includes photos, videos, and GIFs of human genitalia, female-presenting nipples, and any media involving sex acts, including illustrations. The exceptions include nude classical statues and political protests that feature nudity. The new guidelines exclude text, so erotica remains permitted. Illustrations and art that feature nudity are still okay -- so long as sex acts aren't depicted -- and so are breastfeeding and after-birth photos. After December 17th, any explicit posts will be flagged and deleted by algorithms. For now, Tumblr is emailing users who have posted adult content flagged by algorithms and notifying them that their content will soon be hidden from view. Posts with porn content will be set to private, which will prevent them from being reblogged or shared elsewhere in the Tumblr community. "Blogs that have been either self-flagged or flagged by us as 'explicit' per our old policy and before December 17, 2018 will still be overlaid with a content filter when viewing these blogs directly," the blog post reads. "While some of the content on these blogs may now be in violation of our policies and will be actioned accordingly, the blog owners may choose to post content that is within our policies in the future, so we'd like to provide that option..."
  10. Though Blockchain has been touted as the answer to everything, a study of 43 solutions advanced in the international development sector has found exactly no evidence of success. From a report: Three practitioners including erstwhile blockchain enthusiast John Burg, a Fellow at the US Agency for International Development (USAID), looked at instances of the distributed crypto ledger being used in a wide range of situations by NGOs, contractors and agencies. But they drew a complete blank. "We found a proliferation of press releases, white papers, and persuasively written articles," Burg et al wrote. "However, we found no documentation or evidence of the results blockchain was purported to have achieved in these claims. We also did not find lessons learned or practical insights, as are available for other technologies in development." Blockchain vendors were keen to puff the merits of the technology, but when the three asked for proof of success in the field, it all went very quiet. "We fared no better when we reached out directly to several blockchain firms, via email, phone, and in person. Not one was willing to share data on program results, MERL [monitoring, evaluation, research and learning] processes, or adaptive management for potential scale-up. Despite all the hype about how blockchain will bring unheralded transparency to processes and operations in low-trust environments, the industry is itself opaque." Burg was an enthusiastic advocate for blockchain until recently -- as he explained in this Medium post.

[...] The shift could be an early warning of recruiting and retention challenges for Facebook after a turbulent year. In 2018, the company has faced public questioning at multiple congressional hearings, scandals around third-party abuse of user data and public relations practicesand flat or declining user growth in key markets. It's also seen its stock drop nearly 40 percent from July. The stories from former employees are only anecdotal at this point, and there's no firm data showing a significant uptick in departures or employee dissatisfaction.
  12. DuckDuckGo, a privacy-focused search engine, offers a variety of useful features such as instant answers and bangs. The latter are particularly useful for people who want to use DuckDuckGo to search directly on other sites. Typing '!yt keyword', for instance, will do a direct search on YouTube, while '!w keyword' goes to Wikipedia. This library of bangs has been around for a long time and has grown to more than 10,000 over the years. From a report: However, a few days ago, roughly 2,000 of these were removed. Interestingly, this included many bangs that link to torrent sites, such as The Pirate Bay, 1337x and RARBG. Similarly, bangs for OpenSubtitles, Sci-Hub and LibGen are gone too. Initially, it was unclear what had happened, but after people started asking questions on Reddit, DuckDuckGo staff explained that this was part of a larger cleanup operation. DuckDuckGo went through its bangs library and removed all non-working versions, as well as verbose ones that were not actively used. In addition, many pirate site bangs were deleted as these are no longer"permitted." "Bangs had been neglected for some time, and there were tons of broken ones. As part of the bang clean-up, we also removed some that were pointing to primarily illegal content," DuckDuckGo staffer Tagawa explains. The search engine still indexes the sites in question but it feels that offering curated search shortcuts for these sites in their service might cause problems. "It may not seem like so at first blush, but it is very different legally if it is a bang vs. in the search results because the bangs are added to the product by us explicitly, and can be interpreted legally as an editorial decision that is actively facilitating that site and its content," the staff wrote.

An anonymous reader quotes a report from Bloomberg: The world's largest retailer is rolling out 360 autonomous floor-scrubbing robots in some of its stores in the U.S. by the end of the January, it said in a joint statement with Brain Corp., which makes the machines. The autonomous janitors can clean floors on their own even when customers are around, according to the San Diego-based startup. Brain's robots are equipped with an array of sensors that let them gather and upload data. Brain doesn't make its own hardware, focusing instead on developing software -- BrainOS -- that endows machines with autonomy in closed environments. At first, the machines were need to be operated by humans, who "teach" the layout of the space that needs cleaning. After that the robots can perform the task autonomously. The robots, which look like a cross between a miniature Zamboni and a motorized wheel chair, already scrub floors at airports in Seattle, San Diego, Boston and Miami, Brain Chief Executive Office Eugene Izhikevich said. Brain last month unveiled a smaller version of the machine developed jointly with SoftBank's robotics arm and aimed at the Japanese market.
  14. White House economic adviser Larry Kudlow said on Monday that the United States wants to end subsidies for electric cars and other items including renewable energy sources. "Asked about actions planned after General Motors announced U.S. plant closings and layoffs last week, Kudlow said he expected subsidies for buying electric cars will end in 2020 or 2021," reports Reuters. "Kudlow said the Trump administration will end other subsidies, including on 'renewables.'"
  15. An anonymous reader quotes a report from Gizmodo: The telecom giant has announced the end of its prorated credits for some subscribers who cancel a service in the middle of a billing period. AT&T bills service for DirecTV, U-verse TV, AT&T Phone, AT&T Internet, and Fixed Wireless Internet in advance. It previously offered the option to receive a credit for any unused days in a month when a subscriber canceled before the next billing period, but it will now force many customers to ride out the month with nothing in return. The change goes into effect on January 14, 2019, in most states, so if you're considering a change, it's time to plan ahead. If you're even one day into your billing month, you'll presumably have to pay for the full period, according to the company's new policy. You get to keep the service you don't want for that period of time, but, of course, you're canceling because you don't want it. The change will not apply to customers in California, Illinois, New York and, in some instances, Michigan.
  16. Over the weekend, Elon Musk alluded to impending software updates that would make Teslas even safer than they already are. In response to a story about a DUI where a Tesla autopilot may have been involved, Musk said Autopilot may soon be able to recognize emergency response vehicles and react accordingly. Inverse reports: "Default Autopilot behavior, if there's no driver input, is to slow gradually to a stop & turn on hazard lights," Musk explained in the replies. "Tesla service then contacts the owner." That naturally got people wondering whether or not Tesla's autopilot was capable of differentiating between emergency response vehicles and everyone else. Presumably, someday soon autonomous vehicles are going to be able to recognize sirens (or their futuristic software equivalent.) If an ambulance pulls up behind an autonomous car on a single-lane road, it will need some mechanism to know it's supposed to get out of the way. In the meanwhile, Musk said that Tesla is already working on the first half of that problem, by teaching neural net to be able to recognize police cars, ambulances, and fire trucks. On Twitter, he said that this capability would be added to the neural net "in the coming months."

Over the last year or so, the company has disclosed a few morsels of information and made some high-profile hires, in its bid to build-up and flesh-out its latest discrete GPU plans. This week, Intel decided to have a sit down with HotHardware, offering the opportunity to chat with Ari Rauch, Vice President of the Core And Visual Computing Group at Intel, to discuss what makes this most recent endeavor different from the company's previous and now discontinued attempts in the discrete GPU space. As a follow up, HotHardware also enlisted readership questions to engage with Intel about its upcoming GPU plans, compiling responses in a Q&A format. In short, this isn't Larabee 2.0, not by a long shot. Intel is gearing up for a traditional GPU architecture design, coupled with some of the company's own strategic IP that it can bring to the table, to help differentiate its products. Further, Rauch noted Intel "will bring discrete GPUs to both client and data center segments aiming at delivering the best quality and experiences across the board including gaming, content creation, and enterprise. These products will see first availability over a period of time, beginning in 2020." When questioned on their current silicon fabrication hiccups and delays and how it might affect Intel's ability to execute in this highly competitive space, Rauch noted, "we feel very confident about our product roadmap across software, architecture, and manufacturing." Based on some of the responses to product positioning questions, it also appears Intel is gearing up to address all performance envelopes as well, from entry-level to midrange and high-end graphics cards.

An anonymous reader quotes IEEE Spectrum: [R]esearchers at RMIT University in Melbourne, Australia, believe a metal-based field emission air channel transistor (ACT) they have developed could maintain transistor doubling for another two decades. The ACT device eliminates the need for semiconductors. Instead, it uses two in-plane symmetric metal electrodes (source and drain) separated by an air gap of less than 35 nanometers, and a bottom metal gate to tune the field emission. The nanoscale air gap is less than the mean-free path of electrons in air, hence electrons can travel through air under room temperature without scattering... Using metal and air in place of semiconductors for the main components of the transistor has a number of other advantages, says Shruti Nirantar, a Ph.D. candidate in RMIT's Functional Materials and Microsystems Research Group. Fabrication becomes essentially a single-step process of laying down the emitter and collector and defining the air gap. And though standard silicon fabrication processes are employed in producing ACTs, the number of processing steps are far fewer, given that doping, thermal processing, oxidation, and silicide formation are unnecessary. Consequently, production costs should be cut significantly. In addition, replacing silicon with metal means these ACT devices can be fabricated on any dielectric surface, provided the underlying substrate allows effective modulation of emission current from source to drain with a bottom-gate field. "Devices can be built on ultrathin glass, plastics, and elastomers," says Nirantar. "So they could be used in flexible and wearable technologies." The article also suggests ACT devices could become important in space exploration, since electrons would be unaffected by extraterrestrial vacuums and radiation. Nirantar was lead author on a new paper published in Nano Letters, and believes that their new approach "means we can stop pursuing miniaturization, and instead focus on compact 3D architecture, allowing more transistors per unit volume."

In 2010, Max Ray Butler received a 13-year prison sentence for "hacking" -- at the time, the longest one ever -- after stealing nearly 2 million credit cards and running up fraudulent charges over $86 million. But eight years into his sentence, he's now being charged with commiting five more counts of wire fraud while still in prison, as well as possessing stolen credit card numbers and contraband in prison, plus two more related counts of conspiracy. An anonymous reader quotes the Washington Times: Previously known as Max Ray Butler and by his hacker alias, "Iceman," Max Ray Vision has been charged in a nine-count indictment filed by federal prosecutors that places him at the center of a scheme that allegedly involved using a smuggled cellphone, stolen banking data and a consumer-grade drone to make an airdrop into prison, The Daily Beast first reported Friday.... Prosecutors alleged in the indictment that Vision used a smuggled T-Mobile "My-Touch" cellphone while incarcerated at the Federal Correctional Center in Oakdale, Louisiana, to access the internet and obtain stolen debit card numbers. "Using MoneyGram and Western Union websites, and their respective mobile applications," a grand jury charged in the indictment, "Butler wired funds from the bank accounts associated with the stolen debit card numbers to other inmates at Oakdale FCC," including five co-defendants also charged in the indictment. He later instructed his fellow inmates to transfer the funds obtained from the stolen debit cards to a former cellmate who had been released in May 2015, according to the indictment... Vision's former cellmate allegedly used the stolen funds to purchase an unmanned aerial vehicle, or drone, that was then used in April 2016 to attempt to smuggle another cellphone and other unspecified contraband into prison, according to the indictment... He allegedly began using the smuggled Android phone in Oct. 2014, according to the indictment, roughly 18 months before the airdrop. "The potential for greater crimes [sic] opportunities are obvious," complained the Bureau of Prisons concluded in a report cited by The Daily Beast, "i.e. escape, introduction of firearms, etc. "Although [Vision] was only equipped with a smartphone, he proved that he is more than capable to disrupt and circumvent the security of the institution and present a clear danger to the community in general."

An anonymous reader quotes a report from Quartz: Far fewer [monarch butterflies] were heading south this year, and those that have arrived did so a month late, according to Xeres, a non-profit conservation group for invertebrates. One researcher said it was the fewest monarch butterflies in central California in 46 years. Surveyors at 97 sites found only 20,456 monarchs compared to 148,000 at the same sites last year, an 86% decline. It's possible more insects will make the journey late this year, says Xeres, but that now seems unlikely. The minimum population size before the species experiences "migration collapse" is unknown, but a 2017 modeling paper in Biological Conservation (pdf) found that 30,000 butterflies adult butterflies are probably the smallest viable population. Without this critical mass, there aren't enough insects in the western monarch population to continue one of the world's most remarkable lifecycles.
  21. Intel has filed a lawsuit last week against one of their former hardware engineers, alleging they tried to steal confidential chip blueprints to potentially pass on to Micron. "The lawsuit [...] is the latest twist in the tale of Intel and Micron's difficult partnership over 3D XPoint memory," reports The Register. From the report: The legal complaint, aimed at former employee Doyle Rivers, alleges that having "secretly" accepted a position at Chipzilla's former bedfellow, Micron, Rivers had a go at taking confidential trade and personnel data with him as he left. Intel alleged that a few days before leaving, "Rivers tried to access and copy a 'top secret' designated Intel file that Intel's electronic security system blocked from being copied." Chipzilla said the document was related to what it was at pains to say is its "independent" work to productize the 3D XPoint tech into its Optane product line. In other words, blueprints secret to Intel. No one outside Intel, "including Micron" had been privy to such data, the complaint alleged. Intel's security system stopped the file from escaping, but according to the complaint, that did not stop Rivers from allegedly hoovering up a selection of personnel files into a USB device plugged into his computer. The chipmaker also claimed that Rivers "aggressively" recruited his former colleagues to join him on his grand adventure to pastures new. Intel demanded that Rivers return the USB drive, but he apparently "never responded" to them. Instead, "he handed the USB device over to his new employer." It was later discovered by a forensic investigator that it had been wiped. Intel is now demanding "a neutral forensic investigator" be allowed to take a look at Rivers' PC to see what was on there, and when exactly the USB stick was erased. There's a deadline of November 16 for Rivers to agree to this probing.
  22. Major dark web drug suppliers have started to voluntarily ban the synthetic opioid fentanyl because it is too dangerous. "They are 'delisting' the high-strength painkiller, effectively classifying it alongside mass-casualty firearms and explosives as commodities that are considered too high-risk to trade," reports The Guardian. From the report: Vince O'Brien, one of the NCA's leads on drugs, told the Observer that dark web marketplace operators appeared to have made a commercial decision, because selling a drug that could lead to fatalities was more likely to prompt attention from police. It is the first known instance of these types of operators moving to effectively ban a drug. O'Brien said: "If they've got people selling very high-risk commodities then it's going to increase the risk to them. There are marketplaces that will not accept listings for weapons and explosives -- those are the ones that will not accept listings for fentanyl. Clearly, law enforcement would prioritize the supply of weapons, explosives and fentanyl over, for example, class C drugs -- and that might well be why they do this. "There are also drug users on the dark web who say on forums that they don't think it's right that people are selling fentanyl because it is dangerous and kills a lot of people."

By 2025, nearly 30 percent of the so-called "global datasphere" will be real-time information, IDC says in a new white paper, sponsored by Seagate. By comparison, real-time data represented 15 percent of the datasphere in 2017, according to the report. IDC defines the "global datasphere" as "the quantification of the amount of data created, captured, and replicated across the world." All told, of the 150 billion devices that will be connected across the globe in 2025, most will be creating real-time data, IDC says. The global datasphere is expected to grow from 23 Zettabytes (ZB) in 2017 to 175 ZB by 2025. One zettabyte is equivalent to a trillion gigabytes.
  24. Independent security researcher Fabio Castro found data belonging to 32 million customers of SKY Brasil exposed online. "Using the advanced features of the Shodan search engine, he was able to discover multiple servers in Brazil running Elasticsearch that made information available without authentication," reports BleepingComputer. "A cluster of servers called 'digital-logs-prd' attracted the researcher's attention and with a simple command, he listed the indices available, one of them 429.1GB in size." From the report: The file included personally identifiable information of SKY Brasil customers, which featured full name, email address, service login password, client IP address, payment methods, phone number, and street address. SKY Brasil is a telecommunications company that also offers television services, being the second largest provider of pay-TV services in the country, according to statistics from March. In a conversation with BleepingComputer, Castro said that he reported his findings to the company who fixed the problem by restricting access with a password, an operation that takes just a few minutes. Because the server has been exposed for a long time, the protective measure may have come too late. Castro told us that it is very possible that criminals have already grabbed the data.

Federal regulators have proposed loosening real-estate appraisal requirements to enable a majority of U.S. homes to be bought and sold without being evaluated by a licensed human appraiser [the link may be paywalled; alternative source]. That potentially opens the door for cheaper, faster, but largely untested property valuations based on computer algorithms. From a report: The proposal was made earlier this month by the Office of the Comptroller of the Currency, the Federal Deposit Insurance. and the Federal Reserve. It would increase to $400,000, from $250,000, the value of homes that can be bought and sold without a tape-measure-toting appraiser visiting a property. More than two-thirds of U.S. homes sell for $400,000 or less, according to U.S. Census data and the National Association of Realtors. If the regulators' proposal had been in force last year, about 214,000 additional home sales, or some $68 billion worth, could have been made without an appraisal, regulators said in their 69-page proposal. Some worry, though, that dropping appraisal requirements would introduce new risks into the $10.7 trillion market for home loans. "We still would prefer a human being doing the appraisal," said Lima Ekram, a mortgage-backed securities analyst at Moody's Investors Service. One issue: Automated valuations done by computers are largely unregulated. The 2010 Dodd-Frank financial overhaul required regulators to propose quality control standards for so-called automated valuation models, but they have yet to do so.
