Same problem with virtually every Torrent Client (cant end process, cant reopen)

I have recently ran into this weird issue. I have been torrenting for years and never seen this before.

Whenever I download a torrent, it finishes, I might seed for awhile beyond the download time or maybe I just delete the task immediately. Ever since a few weeks ago --- I simply cannot close the client process in task manager. I delete all the tasks, exit the program, exit it on the tray near the clock and then I can't open the program ever again or open a torrent ever again unless I reboot my pc.

The .exe is still running in the processes and if I use Windows resource monitor I can see there is still network activity on the .exe which I am assuming is why I cannot close it or reopen it.

I have used BitComet for years and this started happening, so I tried utorrent and today I switched again to QBitTorrent and it is doing the same thing. It is legit driving me insane to have to reboot every time I close out of my torrent program. I never had to leave it running for years.... now if I ever close it after opening it, the process is unendable, unclosable, unkillable and I have no idea why.

has anybody heard of this or have any clue as to what the cause might be. I have not changed any of my network hardware or any software. I just can't figure this one out.
