Is there any difference between things like the IPT 1,000 point option and the 500 point option? Is it just based on availability?

Might be a stupid question, but how do the private trackers know that someone that is invited is not an authority or other person interested in "looking over your shoulder"? I typically use a VPN to avoid my ISP, but saw some trackers don't allow this.
