That's a lot to ask from an Open Tracker. Here is a list of open trackers:

But this is what I suggest. Some trackers accept newbies via Application Signups if you can convince them. Here is the list of them:

Other than the above lists, I suggest joining IPT. Most of the large torrents are free leeches. They may be helpful to you up to some extent. I am not sure what else to suggest. Piratebay doesn't have any forum and RuTracker may not suit you.

TorrentDB is a good starting point if you want remuxes. It's forum is not really that active, but isn't inactive either. Sign ups opened recently, so might open again.

Aither has got a decent amount too and it opens from time to time.

One underrated option is rutracker.org - open tracker with tons of Russian content. Most bluray/classic movies listed there have an English language audio track. If you do not speak russian, use google autotranslate, works quite well to browse around.
