The new European directive from the unelected European commission 

ARTICLE 13 is about to become applicable law in January 2019..

Article 13 places the responsibility squarely on websites for unauthorized distribution of copyrighted materials.
But before the responsibility was on the users only,and only the users could be liable to a lawsuit before..

It seems that after this law is in effect the website or publishing platforms will be subjected to a lawsuit for copyright violation.
Does this mean the end of all private trackers?

After this law is in effect how to operate a private tracker, if the websites will be responsible for every unauthorized distribution of copyrighted material?
