Yes, TheVault does not recruit on RED as of now. Can confirm this.

All classes can see the forum,

Only power user and above can apply

Each tracker has specific requirements - 

Discfan, PTsbao, HDDolby - Elite user

PTHome, TeamHD - Not mentioned but Power user is minimum I suppose
